Ration card: check eligibility, apply, and use it in another state

How the National Food Security Act entitlement works, how to apply through your state portal, and how to collect your ration in a state you have migrated to.

Ration cards are issued by state governments under a central law, which is why the entitlement is national but the application is always local. There is no single all-India application portal, and any site claiming to be one is not official.

The most under-used part of the system is portability. Under One Nation One Ration Card, a card issued in one state can be used at a fair price shop in another, which matters enormously for migrant workers who previously lost their entitlement the moment they moved for work.

Before you start

  • Aadhaar for every family member you want on the card.
  • Proof of residence for your current address.
  • Income or category documents, as your state requires.
  • A passport photograph of the head of the household.

Step by step

  1. Find your state's food department portal

    Start from nfsa.gov.in, which links to every state's public distribution portal. Applications, eligibility criteria and card categories are all set at state level.

  2. Check whether your household already holds a card

    Search the state portal's beneficiary list by name, ration card number or Aadhaar. Households are sometimes already listed from an earlier survey.

  3. Identify your category

    Priority Household and Antyodaya Anna Yojana carry different entitlements. AAY is for the poorest households and carries a larger fixed monthly quantity. Your state sets the criteria.

  4. Apply online or at the office

    Most states now accept online applications with document upload. Some still require a visit to the taluk or circle office. Submit and keep the acknowledgement number.

  5. Track and collect

    Verification usually involves a field check. Once approved, the card is issued digitally and often physically. Many states allow a digital ration card download.

  6. Use it in another state if you have migrated

    Under One Nation One Ration Card, take your existing card number and Aadhaar to any fair price shop in your new state that has an electronic point-of-sale device. Biometric authentication at the shop draws against your home-state entitlement. Nothing needs to be transferred in advance.

  7. Check your entitlement and transactions

    State portals and the central transparency portals publish what each card is entitled to and what was actually collected. If a shop recorded a collection you did not make, that is diversion and worth a complaint.

If something goes wrong

The shop says your card is not working

Usually an authentication failure rather than a cancelled card. Ask them to retry, and check whether your Aadhaar biometrics are locked. If refusal continues, complain to the district supply officer.

A family member's name is missing

Apply for an addition through the state portal with that member's Aadhaar and a relationship proof.

The shopkeeper demands extra money or gives short weight

Both are offences. Complain to the district supply officer, the state's PDS grievance line, or the National Consumer Helpline on 1915.

You have moved permanently

You can either use portability indefinitely, or surrender the old card and apply fresh in the new state. Do not hold two cards.

Is there a single national portal to apply for a ration card?

No. nfsa.gov.in is the central information portal and links out to each state's application system, but the application itself is always to your state government.

Can I use my ration card in another state?

Does a ration card work as address proof?

It is accepted as address proof for many purposes, including some Aadhaar and passport applications, though acceptance varies by department.

Entitlement is meant to reflect current circumstances. States run periodic verification, and holding a card you are no longer eligible for can lead to recovery proceedings.
